The experience of the Charlotte County school district administrators clearly shows how declaring intent builds trust. Another illustration is the way in which the Illinois State Toll Highway Authority completed a $729 million systemwide conversion to open road tolling (ORT), a feat that had never before been attempted on such a large scale. Based on industry standards, a project of this magnitude would typically take up to ten years to complete. At the very outset, however, department leaders said, “We want to do this differently. We want to collaborate. We want to build a relationship of trust and partnership, and we want to have a different type of exchange among the multiple players involved.” They forged collaborative partnerships with designers, engineers, contractors, and tollway staff to expedite and streamline the concept, design, bidding, and construction. By doing so, they were able to manage twenty projects simultaneously, coordinating the development of new building concepts, infrastructure, plaza geometry, signing and review processes, and contract management. With trusted collaboration as their operating paradigm from the outset, they were able to move much faster than under normal conditions, and the project was completed in an unprecedented twenty-two months, much to the joy of the 1.3 million commuters who now enjoy a nonstop travel corridor from Wisconsin to Indiana.
